What is the ruling if a person falls before achieving tranquility (Tuma'ninah) in Ruku?

If a person bows and then falls before achieving tranquility within the Ruku, they are obligated to repeat the Ruku. This is because the obligatory component of the act, tranquility, was not fulfilled, and thus the requirement for completing the Ruku is not met.
