If a person intends a long stay within a region, moving from one village to another, but does not intend to settle in any single village for a duration that negates the ruling of travel, the ruling of travel remains in effect. This is established by the action of the Prophet, peace and blessings be upon him, who stayed for ten days in Mecca, Arafat, and Mina, yet he shortened his prayers throughout all those days. Furthermore, Ibn Umar ruled that a merchant moving between villages in Ahwaz, staying a month or more without intending to settle in a specific town, should pray the traveler's prayers.
