What is the ruling when a traveler intends to abandon their journey while in the state of intending to shorten prayer?

If a traveler intends to abandon their journey, and the distance required for their return journey does not permit the shortening of the prayer, they are obligated to complete the prayer. Those praying behind them must follow this completion. This is the position of Al-Shafi'i.
