What is the ruling on a traveler praying behind a resident?

If a traveler enters the state of Ihram behind a resident, or someone whose residence is highly likely, or someone whose status is doubtful (resident or traveler), the traveler must complete the prayer in full, even if the Imam shortens it. This is because the fundamental ruling is the obligation of the complete prayer, and one cannot intend to shorten the prayer while doubting the obligation of completing it. Completion is necessary based on the follower's intention. This is the view of Al-Shafi'i.
