If there are two men, neither of whom can recite Al-Fatiha, and one knows seven verses of other chapters while the other knows nothing else, both are considered illiterate, and each may lead the other. It is recommended that the one who knows the verses leads because he is more knowledgeable. This applies generally: anyone who does not know Al-Fatiha may lead one who does not know it, whether they are equal in ignorance or differ in their level of deficiency.
