When is shortening of prayer permitted upon returning or changing intention during travel?

If a traveler who previously did not intend a qualifying distance changes his intention upon returning to his hometown or intends a distance that permits *Qasr*, shortening the prayer becomes permissible due to the presence of the qualifying intention. If a person intends to travel to a distant city, or has the resolve to return or stay only upon finding what he seeks, shortening the prayer is not permissible because he has not firmly resolved upon a long journey.
