Is shortening of prayers (Qasr) permissible for a traveler who arrives at a specific city without intending to stay for the duration that terminates the state of travel?
Chapter on the Traveler's Prayer
Al-Mughni
Book of Prayer
Primary text
Shortening of prayers is permissible for one who arrives at a specific town without having the intention to reside there for a period that ends his travel status. Ahmad held that a person entering Makkah has the right to shorten prayers if his stay does not exceed the duration of the Prophet's stay, which occurred when he arrived on the fourth of Dhu al-Hijjah. This ruling is based on the practice of the Prophet, peace be upon him, who shortened his prayers during all his travels until his return, and he shortened them even when he stayed in Makkah for a period. This permission applies whether the traveler intends to return directly to his hometown, as exemplified by the Farewell Pilgrimage (Hajjat al-Wada') according to the narration of Anas, or if he intends to proceed to another location, as occurred during the Conquest of Makkah according to the narration of Ibn Abbas.
