Travel for the purpose of visiting graves and shrines permits the utilization of travel concessions, such as prayer shortening (Qasr). This view is upheld by the correct opinion because the Prophet Muhammad (peace be upon him) used to travel to Quba, sometimes riding and sometimes walking, and he commanded visiting graves, stating, "Visit them, for they remind you of the Hereafter." Furthermore, the prohibition implied in the saying, "No bonds should be fastened except for three mosques," is interpreted as negating preference, not outright prohibition. Since preference is not a precondition for the permissibility of prayer shortening, the absence of heightened virtue does not invalidate the concession.

Ibn Aqil stated that concessions are not permissible for travel undertaken specifically to visit graves and shrines because such travel is prohibited, based on the Prophet's statement, "No bonds should be fastened except for three mosques" (Muttafaqun 'Alayh).
