What type of rain permits the combination of Maghrib and Isha prayers?

The rain that permits the combination of prayers is that which soaks clothing and causes hardship in going out to perform the prayers. Light rain or drizzle that does not soak clothing does not permit combination. Snow and hail are treated like rain in this regard because they share the same inherent quality of causing similar hardship.
