The right of preemption is established for the villager against the town dweller, and for the town dweller against the villager. This is the view held by the majority of scholars. The basis for this ruling is the generality of the evidences and the shared reason necessitating the obligation of preemption for both parties.

Supporting text

Al-Sha'bi and Al-Buti held that preemption is not established for anyone who does not reside in the town (*misr*).
