The right of preemption is established between two non-Muslim subjects (Dhimmi) in dealings with each other. This is established based on the generality of reports (Akhbar) and because both parties are equal in religious status and sanctity, thus the right applies to one against the other, similar to the case between two Muslims. There is no known dispute on this matter.
