What is the ruling regarding the preemption right of a perpetually insane person (Majnun Mutbaq) or an incompetent person (Safiih)?

The ruling is the same as for a minor. Both are restricted (mahjur 'alayh) for their own benefit. The ruling for an unconscious person (Mughma 'alayh) is different; there is no guardianship over them, and their ruling follows that of the absent person, awaiting their recovery.
