Ablution and Ghusl (ritual bath) are not permissible with any liquid other than water, such as vinegar, oil, broth, or milk. There is no known disagreement among the scholars on this matter. This is supported by the statement of Allah Almighty: {And He sends down upon you from the sky water to purify you therewith} (Quran 8:11), and these other substances are not termed 'water'.
