What acts become permissible if the intention (Niyyah) for Tayammum is for Tawaf (circumambulation)?

If one makes Tayammum intending Tawaf, they are permitted to recite the Quran and remain in the mosque because Tawaf is superior to both Quran recitation and remaining in the mosque, as Tawaf is a form of prayer. Two purifications are stipulated for Tawaf, and it has both Fard and optional components. Remaining in the mosque is implicitly included because Tawaf can only occur within the mosque.
