What acts become permissible if the intention (Niyyah) for Tayammum is for a voluntary (Nawafil) prayer?

If a person intends Tayammum for a voluntary prayer, they are permitted to recite the Quran, touch the Mushaf, and perform Tawaf (circumambulation of the Ka'bah). This is because the voluntary prayer is a higher requirement than these acts, as both major purities (Wudu/Ghusl) are required for voluntary prayer by consensus, whereas their requirement for other acts is subject to dispute. Thus, the lesser is included in the greater, just as the voluntary prayer is included in the Fard prayer. Furthermore, since voluntary prayer involves Quran recitation, the intention for the voluntary prayer covers recitation.

If one intends voluntary prayer, they are not permitted to perform voluntary prayers, as this constitutes intending a higher act using the intention for a lesser act, analogous to how intending a voluntary prayer does not permit the Fard prayer.
