Is the core requirement for ritual purity (Ghusl) washing until water flows, regardless of the total volume used?

The essential requirement is washing the body parts until water flows over them, as this constitutes the act of washing commanded by Allah. If this washing is achieved, even with a measure less than a Sa' (such as a Mudd), it suffices. This is the doctrine of Shafi'i and most scholars. The basis for this is that Allah commanded washing, and when it is performed, it must be sufficient. Evidence includes the narration of 'Aisha that she and the Prophet (peace be upon him) used one vessel containing three Amdad or close to it for Ghusl, and the narration of 'Abdullah ibn Zayd that the Prophet (peace be upon him) performed Wudu with two-thirds of a Mudd.

It is argued that the narration stating 'A Mudd suffices for Wudu and a Sa' for Janabah' implies that purification is not achieved without these specified volumes. However, this indication is derived from implication (Mafhum), which is overridden by the explicit (Mantuq) evidence that washing, once performed, suffices.
