If a rod (mil) is inserted into the penis and then withdrawn, Istinjaa becomes mandatory because the substance exits from the passage, analogous to hardened feces.

Supporting text

By strict analogy, purification should not be required for dry matter that does not render the place impure, based on the principle established regarding wind, which is also the opinion of Ash-Shafi'i. This non-obligation also applies to pure seminal fluid if its purity is affirmed.
