Is it necessary to use new water for wiping the head during ablution?

The head must be wiped with new water, not the residual water left over from washing the arms. This is the position of Abu Hanifa and Al-Shafi'i, and it is the practice relied upon by most scholars, as stated by Al-Tirmidhi. The evidence for this is the narration from Abdullah ibn Zayd: "The Messenger of Allah (peace be upon him) wiped over his head with water that was not the remnant of his hands." 'Ali and Mu'awiya also narrated this, and it is reported from other routes that the Prophet (peace be upon him) took new water for his head. The remaining moisture on the hand is considered used water and is not sufficient for wiping, similar to water separated into a vessel and then used.

Al-Hasan, 'Urwa, and Al-Awza'i permitted the use of residual water, based on the narration of Uthman. This is also derivable if one maintains that used water does not lose its purifying quality, especially the second and third washes.
