If the price of water is offered as a debt payable (in his *dhimmah*) which the person can afford to settle in their hometown, the purchase is obligatory because the person is capable of obtaining it without incurring harm.
Supporting text
Abu al-Hasan al-Amidi disagrees, stating it is not obligatory because it creates a burden of debt in his liability, and his wealth might perish before he can repay it.
