Primary text

It is permissible to carry the Mus'haf by its strap. This is the position of Abu Hanifa, and it is narrated from Al-Hasan, Ata, Tawus, Al-Shaabi, Al-Qasim, Abu Wa'il, Al-Hakam, and Hammad. The rationale is that carrying is not touching, and the prohibition is specifically directed at touching the scripture itself. Since carrying it by a strap or a barrier that would not be sold along with it does not involve direct physical contact, it is allowed, similar to carrying it in one's baggage.

Supporting text

Al-Awza'i, Malik, and Al-Shafi'i prohibited carrying the Mus'haf by its strap or in its covering, as Malik stated the best opinion he heard is that the Mus'haf should not be carried in its strap or covering unless one is pure, citing this as an act of veneration for the Qur'an, not fear of soiling it. They argue that an impure person intending to carry the Mus'haf is prohibited, analogous to touching it.
