Is it permissible to perform Istinja immediately after the flow of urine stops?

It is permissible to perform Istinja immediately upon the cessation of urine flow, as the cessation is presumed to be complete. Some scholars state that water itself acts to stop the urine flow, which is why Istinja is sometimes termed 'intiqas al-maa' (diminution of water).
