Is it permissible to perform Wudu' (ablution) wiping over outer leather socks (jirmūqayn) worn over inner leather socks if the inner ones were put on while in a state of minor ritual impurity (hadath)?

It is not permissible to wipe over the outer leather socks (jirmūqayn) if they were put on after performing ablution for the inner socks and subsequently becoming impure. This ruling has no scholarly disagreement. The reasoning is that they were put on while in a state of impurity. Furthermore, wiping over the inner sock does not remove the impurity from the foot, making it akin to wearing the outer sock while impure. Additionally, the wiped-upon inner sock is a substitute (badal), and a substitute cannot have its own substitute. Finally, wearing them followed a state of incomplete purity, resembling one who performs Tayammum (dry ablution).
