Is it permissible to perform Wudu with the leftover water (Su'r) of a menstruating woman?

The majority of scholars, including Al-Hasan, Mujahid, Al-Zuhri, Malik, Al-Awza'i, Al-Thawri, Al-Shafi'i, and Abu Ubayd, permit performing Wudu with the leftover water of a menstruating woman. This is based on establishing the purity of the menstruating woman and the Junub person. Furthermore, differentiating between the hand and the leg regarding impurity transfer is invalid because they are equal regarding contamination, so they should be equal regarding the state of major impurity (Jununah).

Al-Nakha'i disliked performing Wudu with the leftover water of a menstruating woman. Jabir bin Zayd stated that one should not perform Wudu for prayer with it. Another view suggests that the difference between the hand and the leg might hold weight because the hand is used for scooping, and the intent to scoop prevents the water from becoming used, which does not apply to the leg as it is not used for scooping, thus immersion by the leg is usage.
