Primary text

It is not permissible for one to perform Ghusl naked in the presence of people because exposing oneself to others is forbidden based on prior established reasons. If one is completely alone, it is permissible, as evidenced by the actions of Prophet Musa (peace be upon him) who bathed naked. Similarly, Prophet Ayyub (peace be upon him) bathed naked. Furthermore, if someone covers the person with a garment while bathing, there is no harm. The Prophet Muhammad (peace be upon him) used to cover himself with a garment while bathing.

Supporting text

Covering oneself is recommended even when one is completely alone, based on the saying of the Prophet (peace be upon him): 'Allah is more worthy of modesty before Him than people.'
