Is it permissible to wipe (Masah) over an outer sock (khuff) that has holes, if a sound sock is worn underneath it?

Imam Ahmad permits wiping over a holed sock if a sock is worn on the feet beneath it, according to the narration of Harb. The reasoning is that the foot is covered by something over which wiping is permissible, thus validating the wiping, similar to a situation where the lower garment was exposed. Imam Ahmad affirmed this ruling in several instances.

The view held by Al-Qadi and his companions states that wiping is only permissible over the underlying sock because the outer one, if worn alone, would not permit wiping. Therefore, wiping over the outer one along with the lower one is not allowed, similar to the case where there are wrappings underneath.
