Parting the hair is recommended (*mustahabb*) because the Prophet (peace be upon him) used to part his hair, and this practice is mentioned as being part of the *Fitrah* (natural disposition) in a narration from Ibn 'Abbas.
Supporting text
The requirement for non-Muslim subjects (*Ahl adh-Dhimmah*) under 'Umar's conditions was not to part their hair, so they would not resemble Muslims.
