Is the person asked about the purity of the water obligated to answer?

Ibn Aqil suggests that the person asked is not obligated to provide an answer, based on the tradition of Umar refusing the inquiry. However, there is another probability that the respondent is obligated to answer because the inquiry relates to a condition of prayer, thus requiring a response if the knowledge is possessed, similar to being asked about the Qibla.
