Performing *ghusl* for every prayer is the best practice as it fulfills the differing opinions, ensures certainty, and represents the highest precaution. The next best practice, regarding merit and effort, is combining the *ghusl* for two prayers into one, and performing *ghusl* for Fajr, which the Prophet (peace be upon him) stated was the most pleasing of the two matters to him. Following this is performing one *ghusl* every day, subsequent to the initial *ghusl* after the cessation of menstruation, and then performing *wudu* for every prayer. This last option is the minimum required and suffices for her.
