Does the prescribed waiting period ('Iddah) for a divorced woman depend on menstruation?

The waiting period (*Iddah*) for a divorced woman and similar cases does not conclude except with menstruation, based on the Quranic statement: “Divorced women shall wait by themselves for three periods [of menstruation]” (Quran 2:228).
