Priority between the Junub and the menstruating woman when water is limited for Ghusl.

There are two differing opinions regarding the priority between the Junub and the menstruating woman. One view favors the menstruating woman because she is fulfilling a right owed to Allah the Exalted and a right of her husband concerning marital relations. The second view favors the Junub, specifically if the Junub is a man, arguing that a man has greater right to completeness than a woman, and because the man can lead the woman in prayer, which the woman cannot do for him.
