Whose is the priority if a Junub and a person in minor impurity (Hadith) are present with limited water?

The Junub has priority if the water is sufficient for his Ghusl because he gains a form of purification that the person in minor impurity does not gain through his purification. If the water is just enough for the person in minor impurity, the latter takes precedence because he gains complete purification. If the water is insufficient for either person completely, the Junub has priority because he can utilize it to purify some of his limbs. If the water suffices for both but leaves a remainder insufficient for the other, the person in minor impurity is preferred because the excess water can be used by the Junub. Alternatively, the Junub is preferred because the benefit he derives from his washing is greater.
