Does ritual cleansing by dry wiping suffice if the impurity extends beyond the usual area?

For the impurity that extends beyond the customary location, such as spreading to the labia or extending onto the glans penis (al-hashafa), only water is sufficient. This position is held by Al-Shafi'i, Ishaq, and Ibn al-Mundhir. The rationale is that dry cleansing is a concession (*rukhsah*) for the difficulty of washing the habitually soiled area; areas not habitually soiled require washing, like the leg or thigh. This aligns with the statement attributed to Ali (may Allah be pleased with him) that water must follow stones, and the hadith stating, 'Three stones suffice one of you,' which applies only to the customary area.
