What is the ruling concerning washing something that cannot be washed except through the flow of water over a wound?

The ruling for an item that cannot be cleansed except by the flow of water over a wound is the same ruling as the wound itself. If the person is unable to control the flowing water, they are obligated to appoint someone else to control it for them. If they are incapable of appointing someone, then performing Tayammum and offering the prayer suffices, as the inability to wash it permits Tayammum, just as it does for the wounded person.
