What is the ruling on intending Tayammum for the Fard or Nafli Tawaf?

If one intends the Fard Tawaf, they are permitted to perform the voluntary Tawaf. If one intends the voluntary Tawaf, the Fard Tawaf is not permitted, similar to the ruling concerning prayer.
