What is the ruling if one performs Ghusl without intending Wudu?

If one performs Ghusl without intending Wudu, it only suffices for the Ghusl; the Wudu obligation remains outstanding. This is the position of Imam Ahmad based on narration. However, if the intention for both Ghusl and Wudu is made, and one experiences a minor ritual impurity during the Ghusl, one should complete the Ghusl and then perform Wudu.

Atta, Amr ibn Dinar, and Al-Thawri hold this view, which resembles the Madhhab of Al-Shafi'i. Al-Hasan stated that one must restart the entire Ghusl, which is incorrect because minor impurity does not negate the validity of the major purification if the washing itself was completed.
