What is the ruling regarding obstructions like filler or lote-tree leaves (sidr) in the hair during Ghusl?

If the hair contains any filler or lote-tree leaves that prevent water from reaching what is underneath, removing it becomes obligatory. If the material is light and does not prevent water from reaching the underlying skin, its removal is not obligatory.
