If the roots of feathers and hair are wet when plucked from a dead animal, they are impure because they are wet components originating from an impure source.

Supporting text

There are two differing views on whether they become pure after washing. One view states they become pure, similar to hair shafts that become impure. The second view states they remain impure because they are a part of the flesh that has not fully developed into hair or feathers.
