What is the ruling regarding a sick person unable to move or find assistance for water before prayer time expires?

A sick person who cannot move and cannot find anyone to bring them water is considered as one lacking water (like the destitute). This opinion is stated by Ibn Abi Musa and is the view of Al-Hasan. The justification is that there is no means for this person to access water, making them analogous to one who finds a well but possesses no means to draw water from it.
