What is the ruling regarding the use of clean earth (Sa'eed) for purification when water is unavailable due to being absent from it?

When one is absent from water and experiences seminal emission (Janaabah), performing Tayammum using clean earth is a valid means of purification for prayer. This is evidenced by Abu Dharr asking the Prophet, peace be upon him, about being without water while having his family, becoming impure, and praying without ablution, to which the Prophet replied, 'Clean earth is purification.' This hadith was narrated by Abu Dawud and An-Nasa'i.
