What is the ruling regarding wiping over the top/ankle area of the Khuff (leather sock)?

The ruling concerning wiping over the ankle area (ʿaqib) of the Khuff is identical to the ruling concerning wiping over its sole. This is because the ankle area is not a place where wiping is obligatory, thus it is treated the same as the sole. This applies to all its related rulings and conditions due to the generality of the prophetic report. Furthermore, wiping over the Khuff is an established substitute for washing, therefore it is the same for both men and women, similar to Tayammum (dry ablution). There is no distinction between a woman experiencing Istiḥāḍah (abnormal, non-menstrual bleeding) and one suffering from urinary incontinence or others in this regard.
