What is the ruling if semen is found in the garment of a male child capable of seminal emission (e.g., age twelve)?

If the observer is a male child capable of seminal emission, such as one aged twelve years, the ruling is the same as for an adult man. Ghusl is required because the presence of semen is possible from him, as the evidence (the semen) has been found.
