What is the ruling if the stain of menstrual blood remains after washing?

If the color of the stain does not disappear, and its removal would cause hardship or damage the garment, the residue is pardoned (*'ufiya 'anhu*). This is based on the Prophet's saying: 'And its trace does not harm you.'
