What is the ruling for an uncircumcised man (Aqlaf) regarding ritual cleansing?

If the uncircumcised man's foreskin is sealed and does not expose the glans, he is treated as a circumcised man. If he can expose it, he must do so, and if the foreskin becomes soiled with urine, washing it is obligatory, similar to when impurity spreads onto the glans.
