What is the ruling on washing a piece of skin that detaches from the obligatory washing area but hangs down outside of it?

If a piece of skin detaches from the obligatory area and hangs down outside of it, washing it is not obligatory, regardless of whether it is short or long. This is because the detached portion is now situated outside the required washing zone.
