What is the ruling if water is changed by a creature that died but did not possess flowing blood?

If the water is changed by the death of a creature without flowing blood, its ruling is that of pure substances. If the source cannot be reasonably avoided, such as locusts falling into the water, it is pardoned like scattered tree leaves in water. If it can be avoided, such as deliberately placing something into the water, it is treated like deliberately cast leaves.
