What is the ruling for a woman whose access to water is guarded by a gathering of dissolute men (*fusaaq*) from whom she fears for her safety?

If the water is in a place where dissolute men gather, and a woman fears for her safety among them, she is considered one who cannot find water. It is not permissible for her to proceed to the water because that exposes her to adultery, the violation of her honor, shame for her family, and perhaps even her death. Permission to perform Tayammum (dry ablution) is granted to her to safeguard the small amount of her permissible property, and more so to protect her life from illness or delayed recovery.

Imam Ahmad paused regarding this issue. Ibn Abi Musa stated that she performs Tayammum and has no obligation to repeat the prayer based on the sounder of two opinions. However, the correct view is that she performs Tayammum without repetition under any circumstance.
