Is sequence mandatory between the right and left limbs (e.g., right hand before left hand)?

Sequence between the right and the left limb is not obligatory. We know of no disagreement on this matter because their reference in the Book of Allah is singular (both mentioned together in 'and your hands and your feet'). The jurists consider the two hands as one limb and the two feet as one limb, and sequence is not obligatory within a single limb. The statements of 'Ali and Ibn Mas'ud confirm this principle.
