When is sexual intercourse permissible with a menstruating woman whose bleeding has stopped?

Intercourse is forbidden for a menstruating woman until she performs the ritual bath (Ghusl) after the bleeding has ceased, according to the majority of scholars, which is considered almost a consensus by Ibn al-Mundhir and Imam Ahmad's students. The evidence is the verse: "And do not approach them until they are pure. But when they have purified themselves, then go to them as Allah has ordained for you" (Quran 2:222), which is interpreted by Ibn Abbas to mean when they perform Ghusl. Both cessation of blood and Ghusl are necessary conditions for the permissibility of coitus.

Abu Hanifa holds that if the bleeding stops upon reaching the maximum duration of menstruation, intercourse is permitted. If it stops before that maximum duration, it is not permitted until she bathes, performs Tayammum, or a prayer time elapses, because the obligation of Ghusl does not prevent intercourse in a state of major ritual impurity (Janabah).
