Is Tayammum permissible using barley dust, even if dust particles cannot adhere to the hand?

Tayammum is permissible when the dust is mixed with barley because barley does not adhere to the hand in a way that prevents the dust's (ghubar) contact with the skin, a position explicitly held by Ahmad.
