Is the washing of hair that is necessary for cleansing the underlying skin obligatory during Ghusl?

The washing of any hair is obligatory if the cleansing of the skin beneath it requires its washing. This is because the obligatory act cannot be completed without it. If the obligatory washing is deemed complete, and some of that specific hair was omitted, the Ghusl is incomplete.
